The City Of Philadelphia Cannot Comprehend Reduced Fractions

I was driving in Philadelphia a few years ago and came across this sign. Exit 342 Girard Ave. and the Philadelphia Zoo 2/10 of a mile away. It struck me as odd as 2/10 mile isn't a proper way to display distance. It should be reduced to 1/5 mile.

It has bothered me ever since. Does the city of Philadelphia not think their residents are smart enough to put 1/5? Why wouldn't they move the sign to another 1/20 mile away and put 1/4 mile? It seems so crazy to go against everything I learned growing up about reducing fractions. Is Philadephia just doing it wrong? We discussed it on today's show and surprise surprise, the Philadelphia residents tried to justify it.

So this is somehow easier? Sounds like the response of a simpleminded person brought up on Philadelphia's surely inept school system. One in which the algebra teacher threw on a Rocky movie instead of going over the reducing fractions lesson plan year after year.
